2. Use three flags before asking an SME

Decision flag: Could this answer change bid/no-bid, scope, price or delivery risk?
Evidence flag: Does it require proof, a certification, architecture detail or approved commitment?
Dependency flag: Is another answer blocked until this owner responds?

If all three are NO, the question likely belongs in reusable approved content. If any are YES, assign one named owner and one deadline instead of copying a large group.
